Regulations

1. Invitation

The " Fédération Française des Échecs " and " Belfort-Échecs Mondial 2005 " have the honour to invite all the FIDE affiliated Chess Federations over the world to participate in the Youth World Chess Championship 2005 (under 10, under 12, under 14, under 16 and under 18 years old) which will take place in Belfort, between July the 18th (arrival) and July the 29st (departure).

2. Participation

2.1 Every federation can register one (1) guest player in each category (under 10, 12, 14, 16, 18 years old, boys and girls), that is a total of ten (10) guest players maximum.

2.2 Players qualified on behalf of their own achievements, in accordance with the FIDE rules, will be also accepted as guest players.

2.3 Any federation can register additional players as well.

2.4 In order to provide appropriate tournament conditions, the federations must fill carefully the OFFICIAL registration form and send it back to the organizing committee. Any other form will not be accepted.

3. FIDE entrance fees

3.1 In accordance with the FIDE regulations, an entrance fee of 100 CHF is asked for every guest player and must be sent directly to the FIDE by the national federation before May 18th 2005.

3.2 In accordance with the FIDE regulations, an entrance fee of 200 CHF is asked for every additional player and must be sent directly to the FIDE by the national federation before May 18th 2005.

4. Registration and travel

4.1 The deadline for registration is May 18th 2005 .

4.2 The registration form must include the name, the first name, the ID1 number, the ranking and FIDE title and the passport number of every player and every accompanying person. It also must include the name and phone number/address/fax/email of the head of the delegation and of an appointed official of their Federation.

4.3 All the travel expenses must be paid by the participants or their federation. As a comparison, the flight connections to Belfort (via Mulhouse/Basel Airport) are faster and cheaper than those to Heraklion.

4.4 Each player (guest, additional or qualified) and each accompanying person must pay to the organizing committee the amount of 100 € at the moment of their registration. This payment is compulsory and represents a confirmation of participation.

4.5 The amount of 100 € includes the individual badges and the transfer by bus from the Basel/Mulhouse Airport to the hotels (on Monday, July the 18th) as well as the departure transfer(on Friday, July the 29st).

4.6 When registering, the above-mentioned amount of 100 € must be transferred to the following account of the organizing committee (the transfer is free of bank charges):

4.7 As soon as the transfer is confirmed, the organizing committee will send to the respective Chess Federation the confirmation of all the hotel reservations.

4.8 Players won't be paired until all the payments are made and unless they arrive the day before the first round.

4.10 A player registered in a lower category of age due to a mistake in specifying his/her birthdate will see his/her results removed until rectification.

5. Few words about organization

5.1. " Belfort-Échecs " has acquired over the years a solid reputation as an excellent organizer of high-level chess events, so we will live up to everyone's expectations. Many enjoyable hotels in Belfort and around its area together with our organizing skills will ensure you of a very nice stay.

5.2. The championship will take place at the Belfort Ice Rink which is easily accessible on foot, by bus or by our shuttles. The ice rink is located within a large sports complex surrounded by a vast open space including two swimming-pools and several tennis courts. It might be also a departure point for long walks along the river sides. The Ice Rink can welcome in excellent conditions up to 1.000 competitors together with their public. Moreover, we are going to broadcast the chess games on 20 giants screen and to put up many leisure facilities.

6. Accommodations - Catering

6.1 A full board accommodation will be offered in hotels of the Belfort area rented by the organizing committee. Players transfer from the hotels to the tournament place and back will be free of charges.

6.2 We offer full board accommodation to the guest players and to one (1) trainor for each federation from July the 18th (dinner) to July the 29st (breakfast) in double and triple rooms or in suites.

6.3 All the additional players and the accompanying personnel have to stay in the hotels reserved by the organizing committee.

6.4 The accomodation charges must be paid in advance. The payment will be done only with euros. No subsequent payment will be accepted.

6.5 Accommodation prices:

A. CONFORT option : single room = 103 €/1 day per person, full board included
  double room = 80 €/1 day per person, full board included
  triple room = 63 €/1 day per person , full board included
B. STANDARD option: single room = 89 €/1 day per person, full board included
  double room = 70 €/1 day per person, full board included
  triple room = 59 €/1 day per person, full board included

6.6. You may have breakfast in your hotel and lunch and dinner at the playing hall (in excellent conditions).

7. Late registration

7.1. After May 18th 2005 (as attested by the postmark), all the registrations will be subjected to an 100 € penalty payable to the organizers.

8. Technical regulation

8.1. The tournament will be played in Swiss system with 11 rounds. The national rankings won't be taken into account for pairings.

8.2. The game rate will be in accordance with the FIDE rules: 90 min for all the game with an increment of 30 sec by move.

10. Tournament bulletin

10.1. We offer a free round bulletin to each national delegation. Additional bulletins will be sold.

12. Information about visas

12.1. The teams or players who need visas are asked to contact the Organizing Committee before May 18th 2005.

12.2. The Organizing Committee will supply official invitations for visas only after all the payments are done (registration and accommodation fees for every member of the delegation). 

12.3. In accordance with the Europeans laws about visas in the Schengen area, the Organizing Committee must confirm to the European Authorities that all the people getting a visa for the Youth World Championship are accommodated in hotels rented by the World Championship organizers.

13.1. For all the issues not mentioned in these regulations, the Organizing Committee will make the appropriate decisions after consulting, when necessary, the FIDE and the French authorities.
