XIV NATIONAL YOUTH (UNDER-25) CHESS CHAMPIONSHIP
at AURANGABAD, 16 to 22 July 2005, organised by
Marathwada Chess Association, Aurangabad On behalf of All India Chess Federation & Maharashtra Chess Association.
Venue & Date: The tournament will be held at Kalash Mangal Karyalay, behind Hotel Darling, Kranti Chowk, Aurangabad-431001(Maharashtra) From 16th to 22nd July 2005.
Arrival, Inauguration & Schedule
Arrival : 16th July 2005.
Manager's Meeting : 16th July at 10.00 am.
Inauguration : 16th July at 11.00 am.
1st Round : 16th July at 2.00 pm.
Prize Distribution : 22nd July 2005 at 4.00 pm.
Further details will be known at the Manager's meeting.
Lodging : Free Dormitory accommodation will be provided to actual participants and one accompanying official from the state team from 16th July to 22 July 2005. All other accompanying persons should make their own arrangements for stay. Age limit : Players born on or after 01-01-1980.
Proof of age:
AICF Registration is a must for all participants.
Every participant must produce a valid certificate to prove his/her age and also his/her AICF Identity Card. Players without such valid documents will not be allowed to participate.
Eligibility : Subject to age limit the following players can participate
a) Two players from each affiliated unit / Special Member of the AICF. If any Association fails to send its full quota, the vacancies so caused shall not be filled.
b) The host Association is entitled to filled one additional player.
c) The top four from the 13th National Youth U-25 Championship.
d) The top two from the last National Junior Championship.
e) Champion of the last National Under 18 Championship.
f) Champion of the last National Junior Girls Championship.
g) Current World Champion in any category.
h) Current World Junior 2nd and 3rd place.
i) Current Asian Junior Champion.
j) Champions of current National 'B' & National 'A'.
k) A nominee of the Hon. Secretary, All India Chess Federation.
l) Any player who remits the Special Entry fee of Rs.3000/- Such entries must come through the concerned State Chess Association.
m) Four players from areas where no State Chess Association exists. Such players should write to Mr.D.V.Sundar Hon. Secretary , All India Chess Federation, Room No.82, Jawaharlal Nehru Stadium, Chennai-600003 to get entry.
n) In the event of the total number of entries being odd, then the host Association may add one more entry to make it an even number.
o) If any player, who desires to participate in the tournament could not get a recommendation letter from respective State Association for Special entry, for any reason beyond control can call Mr.D.V.Sundar, Hon. Ordinary : Rs.1000/- Special : Rs.3000/-
Entries shall be received on or before 10th July 2005. The entries along with the entry fee by DD drawn in favour of Marathwada Chess Association and payable at Aurangabad. shall be sent to Vijay Deshpande. K-3, 1/4, N-5, Milan Nagar, Gulmohar Colony opp. Jijamata high school, Aurangabad-431003 ( Maharashtra ). After 10th July late fees Rs.250/- will be charged till 15th July 2005. There will be 50% Concession in entry fees for participants from Northern - Eastern States, Andaman & Nicobar, Laxshdweep, Jammu & Kashmir & Himachal Pradesh.
Tournament Committee : A Tournament Committee consisting of the Chief Arbiter, Hon. Secretary of AICF or his representative, two members from the different participating Association and a member of the host association shall be setup to oversee the Championship.
Players format : The Championship shall be played under the FIDE Laws of Chess. There will be nine to eleven rounds as decided by the Tournament Committee before commencement of the Championship. The games will be played in one single session only. The time control is 90 minutes for each player for the entire game with 30 seconds increment per move from one (or in the absence of DGTs 40 moves in 90 minutes and 30 minutes for the remaining moves). Change if any in the timings or the number of rounds will be announced by the Chief Arbiter in advance.
Chess Clocks : Each participating Association must provide atleast one chess clock in working order for every four players entered in the Championship.
Tie Break : Latest tie break rules will be applied.
Protests : Chief Arbiter's decision shall be final and binding on all players. Protests, if any against the decision of the Chief Arbiter, shall be made in writing with a protest fee of Rs.500/- within one hour of the occurrence of the incident. The amount shall be refunded if the appeal is upheld.
Appeals Committee : A five member Committee of Appeal with two reserves shall be formed from amongst the senior participants and officials present at the Manager's meeting to be held at the venue on the Inaugural day. All the five members and reserves shall be from different states. No member of the committee can vote on a dispute in which a player from his own unit is involved and in such case the reserve member(s) shall take his/their place in the committee.
Disqualification : No participant shall leave the venue before the prize distribution function without the permission of the Chief Arbiter. Participants disregarding this rule are liable to be placed under suspension for one year.
Interpretation : For interpretation of the Rule(s) and for deciding any point not covered by the above rules of the tournament, the decision of the tournament committee shall be final and binding on all. The tournament committee has every right to make any addition or amendment to these rules. Without notice. Such changes shall, however, be displayed in the tournament hall.
Registration of players : Only AICF registered players will be allowed to take part in this meet. For unregistered players AICF registration facility is available at venue on payment of Rs.500/-. For Maharashtra Players MCA Registration is compulsory on payment of Rs.100/-.
